I consider the character of Kate strong, as was demonstrated when she escaped prison, and set her step-father on fire. However, she is not one of the leaders on the island, she is one of the followers, and in terms of acting is part of the supporting cast.
While there have been one or two occasions where she has taken chage, such as when Jack and Charlie were trapped during a cave in and she insisted that they dig to get him out, she usually is not the one responsible for critical decisions, telling the rest of the cast aways what to do, as is done by Jack and Locke.
Last season I thought the show needed a strong female leader, a woman who was telling people what to do and responsible for critical decisions. This season we got it in the form of Ana Lucia, leader of the tailiways.
